Building on a Legacy of Service: The Peoples Settlement Renovation Project
Revitalizing a Community Cornerstone Since 1901
After over a century of continuous service to our community, the Peoples Settlement Association is embarking on an exciting transformation. Our historic East Side building at 408 E. Eighth Street is undergoing a comprehensive renovation and expansion to better serve Wilmington for generations to come.
The Vision
The redesigned Peoples Settlement will feature:
- Modern, accessible facilities with elevator access
- Multiple classrooms for educational programs
- A full gymnasium for recreation and community events
- Upgraded technology and infrastructure
- Expanded space for community gatherings
This $12 million project, funded through the state bond bill with the dedicated support of Senator Darius Brown and Representative Stephanie T. Bolden, represents a significant reinvestment in our East Side neighborhood and the renewal of a vital community institution.


A Rich History, A Promising Future
Founded in 1901 near Old Swedes to support European immigrants and working-class families, Peoples Settlement has evolved with our community while maintaining its core mission of service and community development. Our current building, constructed in 1920 with additions during the Arthur Boswell administration, has been a launching pad for countless community leaders, including United States Senator Lisa Blunt Rochester, whose father Ted Blunt began his leadership career here.
Coming Full Circle

The revival of the Peoples Settlement Association is part of a broader neighborhood renaissance, complementing the $84 million Maurice Pritchett, Sr. Academy being constructed across the street. Together, these investments signal a transformative moment for the East Side.
Our impact spans generations, exemplified by Tiana Sanders, who progressed from participating in our after-school programs and summer camps to becoming a dance instructor at Christina Cultural Arts Center. Her journey represents the “full circle moment” that defines our legacy – a place where talents flourish, leaders emerge, and community connections deepen. Our newly renovated facility will strengthen this tradition, establishing a vibrant community hub that provides today’s youth with the same opportunities and support that have empowered East Side residents for over a century.
